How to apply for approval or registration under new EC Feed Hygiene Regulation (183/2005)

One of the requirements of the new EC regulation is that, with few exceptions, all feed businesses must be approved or registered with their local authority by 1 January 2006. This guidance explains how businesses can apply for approval or registration.
The Feed Hygiene Regulation replaces the previous arrangements (under EC Directive 95/69), as implemented by the Feeding Stuffs (Establishment and Intermediaries) Regulations 1999, which required feed businesses to be approved or registered only if they were involved in the manufacture, use or marketing of certain feed additives. The extension of this requirement to nearly all feed businesses means, for example, that importers of feed, feed hauliers and feed storage businesses will now require registration.
Livestock farms and arable farms growing and selling crops for feed are also within the scope of the provisions of the Regulation. However, in most cases these businesses will not be required to make an application for approval or registration, as the Regulation allows enforcement authorities to use existing official registration schemes. There is separate guidance for farmers, which is being distributed to farming organisations.
