I do not believe the assumptions. BSE only takes four or five years max. to affect cows. There should by now be a experimental example herd of cows that demonstrates that meat&bone meal causes BSE. there is not. Until there is I shall believe BSE is caused by feeding, for the first time artificial fat, known as rumen bypass fat, to dairy cows from about 1982. Think of it - evolved for thirty thousand years to graze grass and Bse occurs in the same decade as being fed fat. Therefore I am somewhat interested that the CJD cluster occurs near the countries main provider of snack foods most of which are high fat foods eaten without natural and normal vit.&minerals. Such as potato crisps that may be over 30% fat. While there is no doubt that invasive methods can spread the problem, it is still possible that the high oxygen requirement of fat digestion may cause brain anoxia.
