My initial view of the BSE report, is that it is a professional document, indeed that is its weakness. just about any person off the street could have handled the BSE issue in a more consumer led and thus cost effective manner than 'white(wash)hall and government(lack of).

The report does not say what should have been said. i.e. a massive failure and indictment of goverment and democracy in this country.

Specific individual surely should have been considered for civil or criminal prosecution and if laws do not exist to enable such prosecution, it indicates how the game is played.
