Your report (FSA News No 1) does not cover any comment on fertilisers.
I understand meat and bone product could have been used in both agriculture and horticulture (including garden) fertilisers. Because of the prolonged life of the BSE prion is there any cause for concern particularly to vegetable/salad crops or children/babies in garden situations.
There are, I think, restrictions on use of meat and bone fertiliser for professional use but not necessarily garden usage since the BSE outbreak.
