As an interested layman, I have never sen any reference to measurement of the impact of vCJD according to the morbidity it may cause (in addition to the mortality). It seems that in the draft report, as in the Phillips enquiry, various research papers and the published deliberations of SEAC, it is always the incidence of vCJD as estimated by deaths or late-stage disease that seems to inform public policy. Screening for signs of the disease in the apparently well population in the 0-40 year-old age group should urgently be undertaken, e.g. by analysis of every RTA and/or suicide victim in the U.K., plus all those of those ages who receive routine autopsy for other reasons. (I am aware of the recent tonsil study, but think that this is quite insufficient in scale for the sought-for reassurance).
